September 11, 2001 was a good day. Or at least was gonna be one. I was in the middle of re-negotiating Jaheim’s contract with Warner Brothers, and was looking at bringing home a fat stack, even though his manager Pookie was becoming a royal pain in the ass. On top of that, I had the #1 record in the country, “I Wish”, Carl Thomas’ first single, written and produced wholly my my client Mike City, the hottest songwriter producer in the world, at the time. Plus, I had copped Jay-Z’s “The Blueprint” the day before from a local mom and pop shop and was still taking in the enormity that was “Takeover”.
I was living in downtown Brooklyn, and my sons’ room presented us with a great view of the Twin Towers. Them shits looked magnificent at night. Wifey had already left the crib, taking our two sons to nursery school in Park Slope. She was 7 months pregnant with our third. I woke up ready to head into my office which was located on 42nd Street and Park Ave in Midtown Manhattan. I was in the process of brushing my teeth, my television still loading up to NY1 News when I got a call from my business partner on the cell. “Turn on the news” he said. I told him I just did. “A plane just crashed into one of the Towers” he told me. As he did, I caught the images on tv. “Wow” I replied, thinking about how some pilot fucked up. We hung up, intending to link up once we got to the office.
A few minutes later, my cell rang again, it was my partner again. Irritated (I hate getting a lot of phone calls) I picked up again. “Another plane hit!” he informed me. Shit, two pilots eff’d up. Looking at NY1 News, it finally dawned on me that I could get a direct view from my kids’ room, the surrealism of it all. Sure enough, in the distance I saw the towers aflame. I grabbed my camera and started snapping pics, “collector’s item” I thought. Ring, the cell phone again, this time wifey. “Baby, did you hear?” she asked. “Yup”. I knew what her next question was going to be before she asked “You’re not going in to work, are you?” Because I was in hustle mode, and my wife is of the very cautious type, my irritation grew “You know I’m going in, gotta pay them bills hon”. “They’re saying we’re under attack love”, she added. “Pssh, whatever, them cats not gonna stop my paper” I rudely replied. Hung up, bout to head out, cell phone ringing again. My partner. “Yo nigga, they’re saying we’re under attack, a plane just hit the Pentagon and there’s like a fleet of unaccounted planes flying all over the fucking place.” Silence. “Cool, I’ll hit you back” I said. Watching NY 1, CNN, his words were verified. We were under attack. On a massive scale. No more thoughts of heading into work. Just fear as that cold reality began to sink in. Twin Towers was one thing, the Pentagon was something different. The white man doesn’t ever allow any of their major symbols of power to get attacked. Not never. The motherfucking Takeover for real.
Within 30 minutes later, I watched from my window as the towers collapsed. Wifey called me telling me she had picked up the kids and was staying at a friend’s close by as the trains, busses and all types of transportation were shot. I grabbed my keys and jumped into the whip. I was the proud owner of a spanking new gas guzzling Ford Expedition. Silver. With all the trimmings. My wife was only a few miles away, but because of the cluster fuck that was traffic, I decided in the chaos to take the smaller one way streets, purposely driving the wrong way. “Police is way too busy today to try and stop me from breaking driving rules”. I got to our friend’s house and we watched the horror all day. All fucking day. Making matters worse was that my cell phone no longer worked. All lines were down. This made shit bad as I had two homies, Ian and Toby, that worked in or near the Towers. Busy signals for the rest of the day. But I still stayed at calling Ian and Toby, their wives, friends. Nothing.
Later on, I picked up my moms and the entire family was accounted for. We amassed at my father-in-law’s place, as it was always seen as the central location for my clan. Too much, too much to take in. Wifey in her pregnant state, felt extremely vulnerable. I could see it in her eyes. It was around 4pm and I needed a break from the information overload. But what a beautiful effin day it was. Mid 80’s, no humidity, sunshine everywhere! “Baby, let’s go for a drive” I offered. She agreed. As we drove around Flatbush, we took in the beauty of the day, a wicked contrast to what had gone down. “The Blueprint” playing in the background to keep us from falling back to the news stations. “R O C is running this rap shit, Freeway is running this rap shit.” Driving down Fenimore, finally some morbid humor to make my baby smile. Some Dred was lying in the street screaming like a lil bitch, what looked like his bicycle was crumpled up in the street a few yards from him and a car stopped in the middle of the street. Apparently dude was riding his bike, with no helmet and protective gear on when the stopped car hit him. Dude looked alright, even though he was screaming his lungs out on account of how twisted his right leg, wrist and left ankle was. “Woy mi hankle, mi leg, someone ah gwon cahll fuh de ‘ospital nuh. Gwon de. WOY!” was all dude kept screaming. At the top of his lungs. Passerby’s were dumbfounded as cells were not working and every ambulance in the Tri-State area was surely on or close by Ground Zero. In an unusually cold hearted moment, I lovingly said to my wife, “what a fucking asshole, getting hit riding a bike on, of all days September 11th. Nigga better pick up them broken limbs and hobble his broken ass home, bandage them shits up the best he can, self medicate and wait for medical help like, next month.” As we drove past him, we made eye contact, me with an expression of SMH and what an idjit he was. Him, lost. And in a lotta pain. I didn’t mean it. But I did. Most importantly, my wife let out the first laugh of the day, a hearty one, said laughter taking her always working mind away from the realities of the day. We hugged. For a long time.
Driving back to her dad’s house, my first call came in through my cell. It was my client, Queensbridge rapper Nature. I forgot I was working on a deal for him. Ron Artest, the basketball player was involved. “Yo Reg, been trying to reach you all day Dun. I need to make sure you finish this deal no later than tomorrow, I need that paper Dun.” I looked at the phone, not believing what this nigga was saying. “Uhm, Nature, you see what just happened my dude?” “Yeah” he said, “that shit is fucked up, but that’s not supposed to stop our paper, stop your hustle, I need you to finish that tomorrow, alright?” I was like whatever dude. I guess he was either coping with the events his way or he was just lost in his own world. “You better not fuck around on this deal. I need you to be in that office tomorrow, all right? Don’t fuck around.” he kind of demanded. “Yup, catch me there at 10am.” I lied. I guess that was the seed that eventually led me to take a break from that scene. Industry dudes never seemed to amaze me. I wonder what Nature is doing today. Really.
NOTE: Nature is a cool dude with me , so of course, no shots fired.

It’s September 11 all over again – eight years on. The George W Bush administration is out. The “global war on terror” is still on, renamed “overseas contingency operations” by the Barack Obama administration. Obama’s “new strategy” – a war escalation – is in play in AfPak. Osama bin Laden may be dead or not. “Al-Qaeda” remains a catch-all ghost entity. September 11 – the neo-cons’ “new Pearl Harbor” – remains the darkest jigsaw puzzle of the young 21st century.
It’s useless to expect US corporate media and the ruling elites’ political operatives to call for a true, in-depth investigation into the attacks on the US on September 11, 2001. Whitewash has been the norm. But even establishment highlight Dr Zbig “Grand Chessboard” Brzezinski, a former national security advisor, has
admitted to the US Senate that the post-9/11 “war on terror” is a “mythical historical narrative”.
The following questions, some multi-part – and most totally ignored by the 9/11 Commission – are just the tip of the immense 9/11 iceberg. None of these questions has been convincingly answered – according to the official narrative. It’s up to US civil society to keep up the pressure. Eight years after the fact, one fundamental conclusion is imperative. The official narrative edifice of 9/11 is simply not acceptable.

1) How come dead or not dead Osama bin Laden has not been formally indicted by the Federal Bureau of Investigation (FBI) as responsible for 9/11? Is it because the US government – as acknowledged by the FBI itself – has not produced a single conclusive piece of evidence?
2) How could all the alleged 19 razor-blade box cutter-equipped Muslim perpetrators have been identified in less than 72 hours – without even a crime scene investigation?
3) How come none of the 19’s names appeared on the passenger lists released the same day by both United Airlines and American Airlines?
4) How come eight names on the “original” FBI list happened to be found alive and living in different countries?
5) Why would pious jihadi Mohammed Atta leave a how-to-fly video manual, a uniform and his last will inside his bag knowing he was on a suicide mission?
6) Why did Mohammed Atta study flight simulation at Opa Locka, a hub of no less than six US Navy training bases?
7) How could Mohammed Atta’s passport have been magically found buried among the Word Trade Center (WTC)’s debris when not a single flight recorder was found?
9) Considering multiple international red alerts about a possible terrorist attack inside the US – including former secretary of state Condoleezza Rice’s infamous August 6, 2001, memo – how come four hijacked planes deviating from their computerized flight paths and disappearing from radar are allowed to fly around US airspace for more than an hour and a half – not to mention disabling all the elaborate Pentagon’s defense systems in the process?
10) Why the secretary of the US Air Force James Roche did not try to intercept both planes hitting the WTC (only seven minutes away from McGuire Air Force Base in New Jersey) as well as the Pentagon (only 10 minutes away from McGuire)? Roche had no less than 75 minutes to respond to the plane hitting the Pentagon.
11) Why did George W Bush continue to recite “My Pet Goat” in his Florida school and was not instantly absconded by the secret service?
12) How could Bush have seen the first plane crashing on WTC live – as he admitted? Did he have previous knowledge – or is he psychic?
13) Bush said that he and Andrew Card initially thought the first hit on the WTC was an accident with a small plane. How is that possible when the FAA as well as NORAD already knew this was about a hijacked plane?
14) What are the odds of transponders in four different planes be turned off almost simultaneously, in the same geographical area, very close to the nation’s seat of power in Washington, and no one scrambles to contact the Pentagon or the media?
15) Could defense secretary Donald Rumsfeld explain why initial media reports said that there were no fighter jets available at Andrews Air Force Base and then change the reports that there were, but not on high alert?
16) Why was the DC Air National Guard in Washington AWOL on 9/11?
17) Why did combat jet fighters of the 305th Air Wing, McGuire Air Force Base in New Jersey not intercept the second hijacked plane hitting the WTC, when they could have done it within seven minutes?
18) Why did none of the combat jet fighters of the 459th Aircraft Squadron at Andrews Air Force Base intercept the plane that hit the Pentagon, only 16 kilometers away? And since we’re at it, why the Pentagon did not release the full video of the hit?
19) A number of very experienced airline pilots – including US ally Egyptian President Hosni Mubarak, a former fighter jet pilot – revealed that, well, only crack pilots could have performed such complex maneuvers on the hijacked jets, while others insisted they could only have been accomplished by remote control. Is it remotely believable that the hijackers were up to the task?
20) How come a substantial number of witnesses did swear seeing and hearing multiple explosions in both towers of the WTC?
21) How come a substantial number of reputed architects and engineers are adamant that the official narrative simply does not explain the largest structural collapse in recorded history (the Twin Towers) as well as the collapse of WTC building 7, which was not even hit by a jet?
22) According to Frank de Martini, WTC’s construction manager, “We designed the building to resist the impact of one or more jetliners.” The second plane nearly missed tower 1; most of the fuel burned in an explosion outside the tower. Yet this tower collapsed first, long before tower 2 that was “perforated” by the first hit. Jet fuel burned up fast – and by far did not reach the 2000-degree heat necessary to hurt the six tubular steel columns in the center of the tower – designed specifically to keep the towers from collapsing even if hit by a Boeing 707. A Boeing 707 used to carry more fuel than the Boeing 757 and Boeing 767 that actually hit the towers.
23) Why did Mayor Rudolph Giuliani instantly authorized the shipment of WTC rubble to China and India for recycling?
24) Why was metallic debris found no less than 13 kilometers from the crash site of the plane that went down in Pennsylvania? Was the plane in fact shot down – under vice president Dick Cheney’s orders?
25) The Pipelineistan question. What did US ambassador Wendy Chamberlain talk about over the phone on October 10, 2001, with the oil minister of Pakistan? Was it to tell him that the 1990s-planned Unocal gas pipeline project, TAP (Turkmenistan/Afghanistan/ Pakistan), abandoned because of Taliban demands on transit fees, was now back in business? (Two months later, an agreement to build the pipeline was signed between the leaders of the three countries).
26) What is former Unocal lobbyist and former Bush pet Afghan Zalmay Khalilzad up to in Afghanistan?
27) How come former Pakistani foreign minister Niaz Niak said in mid-July 2001 that the US had already decided to strike against Osama bin Laden and the Taliban by October? The topic was discussed secretly at the July Group of Eight summit in Genoa, Italy, according to Pakistani diplomats.
28) How come US ambassador to Yemen Barbara Bodine told FBI agent John O’Neill in July 2001 to stop investigating al-Qaeda’s financial operations – with O’Neill instantly moved to a security job at the WTC, where he died on 9/11?
29) Considering the very intimate relationship between the Taliban and Pakistan’s Inter-Services Intelligence (ISI), and the ISI and the Central Intelligence Agency (CIA), is Bin Laden alive, dead or still a valuable asset of the ISI, the CIA or both?
30) Was Bin Laden admitted at the American hospital in Dubai in the United Arab Emirates on July 4, 2001, after flying from Quetta, Pakistan, and staying for treatment until July 11?
31) Did the Bin Laden group build the caves of Tora Bora in close cooperation with the CIA during the 1980s’ anti-Soviet jihad?
32) How come General Tommy Franks knew for sure that Bin Laden was hiding in Tora Bora in late November 2001?

36) Why was ISI chief Lieutenant General Mahmud Ahmad abruptly “retired” on October 8, 2001, the day the US started bombing Afghanistan?
37) What was Ahmad up to in Washington exactly on the week of 9/11 (he arrived on September 4)? On the morning of 9/11, Ahmad was having breakfast on Capitol Hill with Bob Graham and Porter Goss, both later part of the 9/11 Commission, which simply refused to investigate two of its members. Ahmad had breakfast with Richard Armitage of the State Department on September 12 and 13 (when Pakistan negotiated its “cooperation” with the “war on terror”) and met all the CIA and Pentagon top brass. On September 13, Musharraf announced he would send Ahmad to Afghanistan to demand to the Taliban the extradition of Bin Laden.
38) Who inside the ISI transferred US$100,000 to Mohammed Atta in the summer of 2001 – under orders of Ahmad himself, as Indian intelligence insists? Was it really ISI asset Omar Sheikh, Bin Laden’s information technology specialist who later organized the slaying of American journalist Daniel Pearl in Karachi? So was the ISI directly linked to 9/11?
39) Did the FBI investigate the two shady characters who met Mohammed Atta and Marwan al-Shehhi in Harry’s Bar at the Helmsley Hotel in New York City on September 8, 2001?
40) What did director of Asian affairs at the State Department Christina Rocca and the Taliban ambassador to Pakistan Abdul Salam Zaeef discuss in their meeting in Islamabad in August 2001?
41) Did Washington know in advance that an “al-Qaeda” connection would kill Afghan nationalist commander Ahmad Shah Massoud, aka “The Lion of the Panjshir”, only two days before 9/11? Massoud was fighting the Taliban and al-Qaeda – helped by Russia and Iran. According to the Northern Alliance, Massoud was killed by an ISI-Taliban-al Qaeda axis. If still alive, he would never have allowed the US to rig a loya jirga (grand council) in Afghanistan and install a puppet, former CIA asset Hamid Karzai, as leader of the country.
42) Why did it take no less than four months before the name of Ramzi Binalshibh surfaced in the 9/11 context, considering the Yemeni was a roommate of Mohammed Atta in his apartment cell in Hamburg?

Operation Northwoods, or Northwoods, was a false-flag plan, proposed within the United States government in 1962. The plan called for CIA or other operatives to commit apparent acts of terrorism in U.S. cities to create public support for a war against Castro-led Cuba. One plan was to “develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington”.
This operation is especially notable in that it included plans for hijackings and bombings followed by the use of phony evidence that would blame the terrorist acts on a foreign government, namely Cuba.
The plan stated:
The desired resultant from the execution of this plan would be to place the United States in the apparent position of suffering defensible grievances from a rash and irresponsible government of Cuba and to develop an international image of a Cuban threat to peace in the Western Hemisphere.
Operation Northwoods was drafted by the Joint Chiefs of Staff and signed by then-Chairman Lyman Lemnitzer, and sent to the Secretary of Defense.
Several other proposals were listed, including the real or simulated actions against various U.S military and civilian targets. Operation Northwoods was part of the U.S. government’s Cuban Project (Operation Mongoose) anti-Castro initiative. It was never officially accepted or executed.

The main proposal was presented in a document entitled “Justification for US Military Intervention in Cuba (TS),” a collection of draft memoranda written by the Department of Defense (DoD) and the Joint Chiefs of Staff (JCS) representative to the Caribbean Survey Group.[1] (The parenthetical “TS” in the title of the document is an initialism for “Top Secret.”) The document was presented by the Joint Chiefs of Staff to Secretary of Defense Robert McNamara on March 13 as a preliminary submission for planning purposes. The Joint Chiefs of Staff recommended that both the covert and overt aspects of any such operation be assigned to them.
The previously secret document was originally made public on November 18, 1997, by the John F. Kennedy Assassination Records Review Board,[2] a U.S. federal agency overseeing the release of government records related to John F. Kennedy’s assassination.[3][4][5][6][7] A total 1521 pages of once-secret military records covering 1962 to 1964 were concomitantly declassified by said Review Board.
“Appendix to Enclosure A” and “Annex to Appendix to Enclosure A” of the Northwoods document were first published online by the National Security Archive on November 6, 1998 in a joint venture with CNN as part of CNN’s 1998 Cold War television documentary series[8][9]—specifically, as a documentation supplement to “Episode 10: Cuba,” which aired on November 29, 1998.[10][11] “Annex to Appendix to Enclosure A” is the section of the document which contains the proposals to stage terrorist attacks.
The Northwoods document was published online in a more complete form (i.e., including cover memoranda) by the National Security Archive on April 30, 2001.[12]

In response to a request for pretexts for military intervention by the Chief of Operations of the Cuba Project, Brig. Gen. Edward Lansdale, the document lists methods (with, in some cases, outlined plans) the authors believed would garner public and international support for U.S. military intervention in Cuba. These are staged attacks purporting to be of Cuban origin.
Since it would seem desirable to use legitimate provocation as the basis for US military intervention in Cuba a cover and deception plan, to include requisite preliminary actions such as has been developed in response to Task 33 c, could be executed as an initial effort to provoke Cuban reactions. Harassment plus deceptive actions to convince the Cubans of imminent invasion would be emphasized. Our military posture throughout execution of the plan will allow a rapid change from exercise to intervention if Cuban response justifies.
A series of well coordinated incidents will be planned to take place in and around Guantanamo to give genuine appearance of being done by hostile Cuban forces.
a. Incidents to establish a credible attack (not in chronological order):
Start rumors (many). Use clandestine radio.
Land friendly Cubans in uniform “over-the-fence” to stage attack on base.
Capture Cuban (friendly) saboteurs inside the base.
Start riots near the base main gate (friendly Cubans).[13]
Blow up ammunition inside the base; start fires.
Burn aircraft on air base (sabotage).
Lob mortar shells from outside of base into base. Some damage to installations.
Capture assault teams approaching from the sea or vicinity of Guantanamo City.
Capture militia group which storms the base.
Sabotage ship in harbor; large fires—napthalene.
Sink ship near harbor entrance. Conduct funerals for mock-victims (may be in lieu of (10)).
b. United States would respond by executing offensive operations to secure water and power supplies, destroying artillery and mortar emplacements which threaten the base.
c. Commence large scale United States military operations.
A “Remember the Maine” incident could be arranged in several forms:
a. We could blow up a US ship in Guantanamo Bay and blame Cuba.
b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operation covered by US fighters to “evacuate” remaining members of the non-existent crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.
We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.[14]
The terror campaign could be pointed at refugees seeking haven in the United States. We could sink a boatload of Cubans en route to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs in carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement, also would be helpful in projecting the idea of an irresponsible government.
A “Cuban-based, Castro-supported” filibuster could be simulated against a neighboring Caribbean nation (in the vein of the 14th of June invasion of the Dominican Republic). We know that Castro is backing subversive efforts clandestinely against Haiti, Dominican Republic, Guatemala, and Nicaragua at present and possible others. These efforts can be magnified and additional ones contrived for exposure. For example, advantage can be taken of the sensitivity of the Dominican Air Force to intrusions within their national air space. “Cuban” B-26 or C-46 type aircraft could make cane-burning raids at night. Soviet Bloc incendiaries could be found. This could be coupled with “Cuban” messages to the Communist underground in the Dominican Republic and “Cuban” shipments of arm which would be found, or intercepted, on the beach.
Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attacks on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However, reasonable copies of the MIG could be produced from US resources in about three months.[15]
Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba. Concurrently, genuine defections of Cuban civil and military air and surface craft should be encouraged.
It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner en route from the United States to Jamaica, Guatemala, Panama or Venezuela. The destination would be chosen only to cause the flight plan route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.
a. An aircraft at Eglin AFB would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be substituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be converted to a drone.
b. Take off times of the drone aircraft and the actual aircraft will be scheduled to allow a rendezvous south of Florida. From the rendezvous point the passenger-carrying aircraft will descend to minimum altitude and go directly into an auxiliary field at Eglin AFB where arrangements will have been made to evacuate the passengers and return the aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight plan. When over Cuba the drone will begin transmitting on the international distress frequency a “MAY DAY” message stating he is under attack by Cuban MIG aircraft. The transmission will be interrupted by destruction of the aircraft which will be triggered by radio signal. This will allow ICAO radio[16] stations in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to “sell” the incident.
It is possible to create an incident which will make it appear that Communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.
a. Approximately 4 or 5 F-101 aircraft will be dispatched in trail from Homestead AFB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and simulate fakir aircraft for an air defense exercise in southern Florida. These aircraft would conduct variations of these flights at frequent Intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.
b. On one such flight, a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near the Cuban Island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west at extremely low altitude and land at a secure base, an Eglin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft would then have disappeared.
c. At precisely the same time that the aircraft was presumably shot down, a submarine or small surface craft would disburse F-101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. The pilots returning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of aircraft found.[17]

Operation Northwoods, which had the written approval of the Chairman and every member of the Joint Chiefs of Staff, called for innocent people to be shot on American streets; for boats carrying refugees fleeing Cuba to be sunk on the high seas; for a wave of violent terrorism to be launched in Washington, D.C., Miami, and elsewhere. People would be framed for bombings they did not commit; planes would be hijacked. Using phony evidence, all of it would be blamed on Castro, thus giving Lemnitzer and his cabal the excuse, as well as the public and international backing, they needed to launch their war.[18]

In addition to Operation Northwoods, under the Operation Mongoose program the U.S. Department of Defense had a number of similar proposals to be taken against the Cuban regime of Fidel Castro.
Twelve of these proposals come from a February 2, 1962 memorandum entitled “Possible Actions to Provoke, Harass or Disrupt Cuba,” written by Brig. Gen. William H. Craig and submitted to Brig. Gen. Edward Lansdale, the commander of the Operation Mongoose project.[5][6][7][19]
The memorandum outlines Operation Bingo, a plan to, in its words, “create an incident which has the appearance of an attack on U.S. facilities (GMO) in Cuba, thus providing an excuse for use of U.S. military might to overthrow the current government of Cuba.”
It also includes Operation Dirty Trick, a plot to blame Castro if the 1962 Mercury manned space flight carrying John Glenn crashed, saying: “The objective is to provide irrevocable proof that, should the MERCURY manned orbit flight fail, the fault lies with the Communists et al. Cuba [sic].” It continues, “This to be accomplished by manufacturing various pieces of evidence which would prove electronic interference on the part of the Cubans.”
Even after General Lemnitzer lost his job as the Chairman of the Joint Chiefs of Staff, the Joint Chiefs of Staff still planned false-flag pretext operations at least into 1963. A different U.S. Department of Defense policy paper created in 1963 discussed a plan to make it appear that Cuba had attacked a member of the Organization of American States (OAS) so that the United States could retaliate. The U.S. Department of Defense document says of one of the scenarios, “A contrived ‘Cuban’ attack on an OAS member could be set up, and the attacked state could be urged to take measures of self-defense and request assistance from the U.S. and OAS.”
The plan expresses confidence that by this action, “the U.S. could almost certainly obtain the necessary two-thirds support among OAS members for collective action against Cuba.”[18][20]
Included in the nations the Joint Chiefs suggested as targets for covert attacks were Jamaica and Trinidad-Tobago. Since both were members of the British Commonwealth, the Joint Chiefs hoped that by secretly attacking them and then falsely blaming Cuba, the United States could incite the people of the United Kingdom into supporting a war against Castro.[18] As the U.S. Department of Defense report noted:
Any of the contrived situations described above are inherently, extremely risky in our democratic system in which security can be maintained, after the fact, with very great difficulty. If the decision should be made to set up a contrived situation it should be one in which participation by U.S. personnel is limited only to the most highly trusted covert personnel. This suggests the infeasibility of the use of military units for any aspect of the contrived situation.”[18]
The U.S. Department of Defense report even suggested covertly paying a person in the Castro government to attack the United States: “The only area remaining for consideration then would be to bribe one of Castro’s subordinate commanders to initiate an attack on [the U.S. Navy base at] Guantanamo.”[18]
President John F. Kennedy personally rejected the Northwoods proposal. A JCS/Pentagon document (Ed Lansdale memo) dated March 16, 1962 titled MEETING WITH THE PRESIDENT, 16 MARCH 1962 reads: “General Lemnitzer commented that the military had contingency plans for US intervention. Also it had plans for creating plausible pretexts to use force, with the pretext either attacks on US aircraft or a Cuban action in Latin America for which we could retaliate. The President said bluntly that we were not discussing the use of military force, that General Lemnitzer might find the U.S so engaged in Berlin or elsewhere that he couldn’t use the contemplated 4 divisions in Cuba.”[21] The proposal was sent for approval to the Secretary of Defense, Robert McNamara, but was not implemented. Kennedy removed Lemnitzer as Chairman of the Joint Chiefs of Staff shortly afterward, although he became Supreme Allied Commander of NATO in January 1963.
The continuing push against the Cuban government by internal elements of the U.S. military and intelligence community (the failed Bay of Pigs Invasion, the Cuban Project, etc.) prompted Kennedy to attempt to rein in burgeoning hardline anti-Communist sentiment that was intent on proactive, aggressive action against communist movements around the globe. After the Bay of Pigs, Kennedy fired then CIA director Allen W. Dulles, Deputy Director Charles P. Cabell, and Deputy Director Richard Bissell, and turned his attention towards Vietnam.
Kennedy also took steps to bring discipline to the CIA’s Cold War and paramilitary operations by drafting a National Security Action Memorandum (NSAM) which called for the shift of Cold War operations to the Joint Chiefs of Staff and the U.S. Department of Defense as well as a major change in the role of the CIA to exclusively deal in intelligence gathering. Kennedy was notably unpopular with the military, a rift that came to a head during Kennedy’s disagreements with the military over the Cuban Missile Crisis, shortly before the presentation of Northwoods. Personally, Kennedy expressed concern and anger to many of his associates about the CIA’s growing influence on civilians and government inside America.
On August 3, 2001, the National Assembly of People’s Power of Cuba (the main legislative body of the Republic of Cuba) issued a statement referring to Operation Northwoods and Operation Mongoose wherein it condemned such U.S. government plans.
